What are the 2 changes?
Nothing in there to warrant access, for that matter, except to get from Warrens to Iceland. Such a mass of building with so little content. I still order online or go to Plymouth, where they have shops that actually have something that I want.
 
Apparently they wanted to put up steel gate and close them at night so that they could reduce costs. They claim that 25% of the entire electricity is used at night because its open to the public as an access to Wharf. When they sort planning 10 years ago this was one of the stipulations that access was granted allegedly. They also claimed that it was a hot spot for vandalisation, but couldn t back that up with facts or police statements..... At last the planners saw through it and said NO! ::1: ::1:
 
To be serious, I have not seen any vandalism in this area, certinly not a hot spot, as far as I have seen. Sooner or later this obsession with saving a few pence, to justify the higher overpaid salaries from an overstretched budget will produce a disaster - either through the inability of safety or police services to reach a place in town, or where the locale is swept away because of non-investment.
They all seem to have an account at the TFB ...
