It is vital to remember that 'Polytechnic' was a Quaker devised word, the very first, was in Cornwall.
Education and Examinations were conducted in Penzance, among other towns.
Another point to remember is that the term Decorator meant a great deal more than it does now. This was not a time when brushes were badly made and paint came in a can. Wall paper was not self edged. People were not satisfied with a flash of magnolia and white gloss edging. In a number of cases, even the brushes were hand made, certainly paint itself was made by the decorator, and wallpaper had to be trimmed by hand. There was no fast slip paste then, a Decorator was a skilled artist.
