A primary school in the north Cornwall village of St Tudy has missed out on a £1.3m grant.
St Tudy Church of England Primary School requires major redevelopment of its run-down and overcrowded buildings.
About £1.3m of government money was earmarked for repair or replacement work in 2005.
But it was only available until March 2011 and it will not have been spent by then because of delays and planning problems.
The school is rated one of the worst in the county in terms of the structure of its buildings which consist of an overcrowded Victorian building and a nearby dilapidated hut.
Cornwall Council had pledged £800,000 towards redeveloping the school, but only on the condition the central government funding is available.
Governors, parents, Cornwall Council members and other interested parties will be meeting on Friday to discuss the next steps.
Governors have been told by Education Secretary Michael Gove that the school still has a chance of getting the money it needs.
Neil Burden, Cornwall Council's cabinet member for children's services said there was nothing in the kitty for St Tudy until the spring of 2012 at the earliest.
"Next year we have only got £4.5m in the capital building fund.
"£3.5m is already allocated for emergency repairs and we are desperate to put two classrooms in at Stratton and that will swallow up the money we have."
