I think Onopordum Acanthum.

I could not find any identifier label
(as my father used to do when tending gardens)
I'm sure this is a blossoming global artichoke (cynarus scolymus), a large, edible, cultivated member of the thistle family no doubt, HH. You run the boiled succulent scales through your teeth after a dip in butter. They're tasty as is the bottom of the the artichoke that the scales all grow out of!
 
Thank you trepolpen, The thistle family is large and very wide in appearance, it is so frustrating going to a fine garden and nothing is identified; cheers :)
