Was this part of the rebuilt Ross bridge? These look like the bridge members visible in picture Ross Bridge 17 , in my Ross Bridge re-build 1980-81 album, which was taken on the same day as these pictures.

Shows my age. I still think of a jam-butty car as a modern police car. To me an old police car would be black with a simple illuminated police sign on the roof and a bell rather than a siren.
