Cornwall's unitary authority councillors are due to meet to vote on an emergency budget to cut £170m over the next four years.
The meeting was due to take place on Tuesday but was postponed because of the weather.
More than £10m of the savings package is set to come from frontline services.
Critics have said budget is being rushed through. Council leader Alec Robertson said any delays could cost the authority more money.
The overall plan, which is expected to lead to 2,000 job losses, has already been approved by the Conservative-led council's cabinet.
