At the bottom of The Terrace - the same architect as Chirgwin's; the detailing indicates to me it was Oliver Caldwell.
There is another clue here, the awning corbel blocks. More on that later.
Not too far away is the possible inspiration for the whole idea of using recessed bays.
I think that this is the first use of this detailing by Oliver Caldwell.
