Government inspectors start an inspection of Cornwall's child protection service on Monday.
A 2009 Ofsted report condemned the department as "inadequate".
The report said children were not properly safeguarded and that there were problems with risk assessment, planning and visits by social workers.
The director of the department at the time, Dean Ashton, resigned and the government brought in a senior civil servant to improve the service.
The council was criticised for not appointing a new director quickly enough, but after six months the current post-holder Trevor Doughty took over.
The outcome of the latest Ofsted inspection is expected in February or March.
