Of course, unusual angles and close-ups play tricks on you. The old Tesco building fooled me with its closeness. Is that the Information Office in the middle behind the wall?
If I remember this picture was taken whilst South West Water dug up Wharf car park and placed water treatment underneath.... The car park was then tarmacked... mid 1980 s
Think its earlier than 80s as the harbour hasnt been filled in which will take it back further and shows the site of the now Warfside comlpex, between crane and the tall building to the right of pic.
As BayOfPlenty said, this is the seaward side of the Harbour wall, and you would not be able to see the area of the car park that was formed by filling in the harbour by short sighted idiots. You can see in this picture the John Harvey building of the bus office and information bureau, well designed, I will add.
