Which way is one way mate?

In a bid to keep the which way is one way mate section afloat, here's a rather nice picture with a twist. Apart from the fact that these two cars are parked on a designated pavement (apparently Cornwall County Council changed it's use a few months ago), and that they are parking in a restricted area and facing the wrong way in a one way street, presumably because they drove down the wrong way....... the funny thing is that they are traffic census there to count the cars and lorries abusing the one way system...... if that wasn't so funny it would be tragic.
Interesting question ... parked on a pavement, parallel with double yellow lines. Are they abusing County or Police, or both?
 
To be honest I m not sure. County say it s a police matter and Devon and Cornwall have refused to comment so far
 
Now there is a typical response from those for whom we are supposed to have admiration. In all my 40 years of working in architectural matters, not once did I get a committed intelligent response. It had to be extracted with scalpel and pliers.
 
It s not a totally one way system is it, as designated users can use it. But they re breaking the law by parking there.
