Identify this strange machine at Treen!

Sunday Outing, 17th Jan, 2010: Treen village and Logan Rock (Treryn Dinas)
Some sort of pump? I think there is a bit missing which is in a garden in Rosevean Road that you took a picture of last year.
 
Maybe, CW! I'd like someone to provide a definitive explanation of its use. It wouldn't be a knife/scissor grinder perhaps?
 
Looking at it again it could be the machinery off a conveyor belt for lifting bales into a high barn. That is just a guess though.
 
Odd - did it have any impressed or cast letter panels? Curious the frame has been cut to allow the 'drive' axle room. That appears to be an inverted feed container in the back, then there is the standing pin with a towing bar? I have a few agricultural books bought at a farming museum a few years ago, finding them will be a problem; as well as some 'life in the old days' books. Did you, could anyone get a closer look at it?
 
Well I was virtually on someone's property taking this so it would probably have been better to knock on the door and ask politely! It's there in Treen for anyone to see and, of course, Treen isn't a huge conurbation! It may be for mincing meat so I didn't dare!

Well the drive belt remains, which turned the other wheel as the left hand one was rotated by a crank handle.
