The Runnelstone.

Despite appearances, the 1888 Navigational Map of the Admiralty shows a shelf between the Runnelstone and the cliffs.
Here there is 25 fathoms of water, the Runnelstone rises through 20 fathoms;

The day marks are/were used by vessels to keep clear of the Runnelstone - if the black and white marker is obscured by the red one, then you re on the Runnelstone! Of course, the Runenelstone is also marked by a Trinity House buoy.
 
Information copied (above) from my picture of the Runnelstone Buoy; the rock is now some twenty feet below water, much safer.
